Smeargle has been released in Pokemon Go. It is obtained by taking a picture with a camera, and if it photobombs your AR shot then it will spawn near by and you can catch it. Its move set will be the moves of whatever pokemon was photobombed. Unfortunately, Smeargle is so weak that no moves make it useful. Looking at the top DO@20 rankings including Smeargle, it shows up in #459 with all the other first evolution pokemon.
Just as a point of interest, Smeargle's highest DPS move is Fury Cutter + Hydro Cannon. Against specific, types, it is most useful against Ghost types, where Smeargle is ranked #371 with Lick and Shadow Ball
