Cresselia is also pyschic, just like Deoxys. It would make sense to use similar Pokemon for both Cresselia and Deoxys. But Cresselia's attack is much lower, 152 instead of 345 for Deoxys. Many Pokemon that are usable against Cresselia become glass cannons against Deoxys. The list of top DO@20 counters for Cresselia are:

Lets take a look at Gamepress's Cresselia raid counter guide. It looks very close to the DO@28 list for Cresselia Raids. The top 3 supreme counters are the same. All 9 supreme and good counters are in the top 11 DO@28. Mismagius and Pinsir are the two additional Pokemon in the DO@28 list and are worth consideration. Game Press's glass counter Banette is #12 on the DO@28 list.
Here is a list of A and B Teams Pokemon for Cresselia. It is close to DO@32 list of Cresselia counters. The top 3 by DO@32 are on the A Pokemon Team. And 8 of the top 10 of DO@32 appear on either the A or B teams. DO@32 suggests Alakazam (#5) and Mismagius (#6). Going by DO@32, I would put Typhlosion (#20), Banette (#28) and Shiftry (#34) on the C team. Use the link above to see everything else in between.
This is Pokebattler's list of Cresselia counters. We can compare with the Top DO@22 Pokemon for Cresselia. The two lists have the same top 5 Pokemon, in the same order. And the top 23 of top 24 match in both, but in different orders. Take a second look at these Pokemon which DO@22 has ranked higher: Alakazam (#7), Mismagius (#8), Drifblim (#15) and Lucario (#16). Even though it's at the bottom of the list, don't overlook Gardevoir which DO@22 replaced Typhlosion with.

Lets take a look at list of top DO@5 counters for Cresselia. The list adds two Pokemon but everything else stays in the same order. The two new Pokemon (Glass Cannons) on the list are Haunter and Sharpedo. Houndoom and Pinsir fall just outside the top 10.
