Lugia is flying and psychic. So it is weak to bug, dark, ghost, electric, ice, and rock. But it has no double weakness. So which Pokemon to choose? The list of top DO@20 counters for Lugia are:

Lets take a look at Gamepress's Lugia raid counter guide. It looks very close to the DO@20 list. Check out these other Pokemon that aren't on Gamepress's list: Mewtwo (#6), Jolteon (#8) and Alolan Golem (#10).
Here is a list of Lugia Counters from Pokebattler. It is close to the DO@15 list of Lugia counters. Take a second look at these Pokemon, ranked higher on DO@15: Deoxys Normal (#3), Banette (6) and Manectric (#10). And if you're looking for some last fillers, these Pokemon are near the bottom of DO@15, not on Pokebattler's list: Alakazam, Raichu Normal and Alola, Drifblim.
