Pokemon Go Move Rebalance, which Pokemon got better?

On Jan 31, 2019, two changes happened at the same time: more Sinnoh Pokmeon were released and the moves were rebalanced. New moves were added to some Pokemon and none were taken away. Also, the move stats were changed for PvP. Between new Pokemon and added moves, here are new rankings for Pokemon, in general and across opponent types. I like looking at the opponent type, because looking at your Pokemon type only answers half of the problem.

Everything is ranked by DO@20
This is really just for Gyms and Raids. Moves in Trainer Battles has different stats. and PvP is better ranked by TDO

Summary

The biggest winner is Honchkrow with Sky attack. As a flying type move, Sky Attack makes Honchkrow a top tier Pokemon against Fighting, Bug and Grass.
And the biggest new release is Rampardos: #6 on the general list, and great against Bug (#1), Dragon (#8), Electric (#8), Fire (#1), Flying(#1), and Ice (#2)
Raikou was given Shadow Ball. Though not a STAB move, this combination ranks Raikou at #13 and #8 against Psychic and Ghost.
A mention should go out to Roserade and Grass Knot. Razor Leaf + Grass Knot is great against water (#5), rock (#4), and ground (#2). This is only a minor 1% or 2% DPS upgrade over Razor Leaf + Solar Beam, but still and upgrade. Poison Jab + Sludge Bomb is still good against fairy (#2) and grass (#7)
The newly released Yanmega is also #8 and #9 against Pyschic and Dark types.
The newly released Gallade is #13, #13, #9 and #6 against Dark, Fighting, Normal and Poison.

After the type effectivness bonus increase in December 2018, generalist pokemon have been less useful. Any how, lets look at changes within the top 40 for General untyped case in Raids and Gyms

Ramparados seems to be the best bug attacker
Adding Sky Attack to Honchkrow has brought it to #10 on the general list, its dps increasing 19% to 19.4.
Adding Grass Knot to Roserade increase its DPS only 1.2%, bring it from #13 to #12. Grass Knot is also a different type than Solar Beam, so this Pokemon will show up again below.

Within the top 20, for Bug opponent types in Raids and Gyms

Adding Sky Attack to Honchkrow has brought it to #3 on the Bug list, its DPS increasing 26% to 29.73
Adding Flamethrower to Houndoom is a 2.6% increase in DPS, and no change in rank. Similar to Grass Knot for Roserade, this was change for PvP

Within the top 20, for Dark opponent types in Raids and Gyms

The introduction of Yanmega brings this Pokemon at #9 against Dark types.
... And Gallade is added at #13

Ramparados comes into the list at #8
Adding Blizzard to Porygon Z brings it to #12 on the Dragon list, increasing its DPS 17% to 22.64

Mud Slap for Donphan puts in #9 on this list because of a 17% increase in DPS to 19.24
